The History of Prostitution

From 1800 onwards, the consulate in France gradually imposed a system of toleration known as prostitutionism. Prostitution was not legal in France after that decree in 1560, but it existed was tolerated in ordinance on November 6, 1778. If however, they insisted on existing, they were forbidden to walk in public places or display themselves at windows in such a way as to attract custom. But if they insisted on doing these forbidden things, they must do them only in certain parts of the city.
