The message was not immediately passed along to the captain, or at least not quickly enough for any action to have been taken. It is said that wireless operators used the system for casual conversations as well. The idea there is that perhaps these casual conversations could have bogged down. And so it could also be that these messages just got caught in the in the bog of like, okay, we had to receive these messages.
