Do You Have a First Amendment?

In about 50% of states, there are some times when you can't do that without a regulatory burden falling on your head. In the other 50%, you can do that any time you like. And there's no rhyme or reason, mainly because legislators don't think of any of these burdens as First Amendment burdens.
