People don't really belong to people are people, we're separate. I happen to think consciousness may very well be intimately tied to the capacity to generate explanatory knowledge. The function of observation there is not for us to derive knowledge from reality, but to distinguish between our guesses which can make incompatible claims about reality. Because observation is theory laden, and it can beit unreliable. It can produce terrible errors. Now pope can account for this. Poper explains how it is that we're just guessing at reality.
