It's a problem that I've seen, it's just ubiquitous because there's a first time for everyone in every day. So having been cold start solutions is a very in demand still set. It's usually an organization who tries to solve cold start with an algorithm as they don't have anything else in place. You can collect enough data to make the recommendation useful, start cheap, start easy.
