There seems to be like a really important dual roll here that, like laws and rules require. One is the classification thing, anass you mention this kind of common knowledge of everybody knowing what is right. And then the second thing being this enforcing thing, so that if somebody then violates the classification thing or is on the wrong side of the the rule, that then there is some form of punishment there. In both cases, there have been some decentralized ways to do this.
