He was a phenomenal king in terms of empire building and bureaucracy building. He deserves the title even if the way he came to power in the first place was a little bit questionable. Even though he's all of that stuff, he also looks like he was always very beholden to the reputation of Cyrus the second. But he never forgot that his claim to authority flowed from the good reputation of his distant cousin Cyrus.
