What's the Drawback of a Quaker Community?

Norvelt was built in the mid 19 thirties. We are now almost a hundred years later. That is the only african american family ever to live in norvell. So it remained a largely segregated community. And i think that's a big drawback fo for a federally sponsord community to maintain racial segregationism is an issue.
