Anonymize Location Data Is Impossible
We all have phones in our pockets, they are running a bunch of different aps and services. Those aps sell data to marketing companies that include your location. That location data is even more precise than sell phone triangulation data. If you want to talk about how we can stop this from happening going forward, it's not going to be regulatory. There won't be constitutional protections. None. Its going to protect us. You need to take technical steps to reduce your surface area here. Use open source aps as much as possible. Disable location.
