The ideal is if you can get the decentralization in order to learn about the true differences between customers and centralize the parts where they're mostly the same or where the differences don't really matter. A decentralized team doesn't just know more about Kentucky, but if Kentucky is very different from Ohio, then the team situated there can learn about their Kentucky customers much faster. If you have five different teams in the Midwest and your customers have a lot of commonalities, odds are that each of those teams is going to be reinventing the wheel a lot.
