In quanta mechanics, the wave function of the universe evolves deterministically a individuals see random events. This does count as sort of giving the universe a little extra umph in terms of exploring the space of possibilities. Even in the current macro state of the universe, there are many microscopic configurations that have the same micro states associated with them. And so increasing entropy is exactly to answer rob's question, driving this initial increase in complexity and then diminishment in complexity.
