In my opinion, you shouldn't buy a pre flashed phone. If they're the kind of people that aren't going to respect a the whole like if you don't interact with it, it's supposed to be a reject. And then also, in my opinion, like cookies are not really like the best way to track people anymore. I'd be much more worried about things like browser fingerprinting IP addresses,. So maybe not even IP address, just browser fingerprinting. That's the big thing these days.
