Moving Postgres to Postgres Is a Non-Portable Service
Cloud should just provide you with VMs or maybe containers but serverless is non-portable. You can't take a serverless function from AWS movie to GCP because the API is different. The only portable service that exists is a VM or container there's nothing else that is portable. Even moving workloads from Postgres and move it to MySQL isn't possible.
