Is Putin a Big Micromanager?

I'm not sure there's any evidence that he's really micromanaging the war. The day-to-day battles, I think, is up to Shoy Gu and Gerasimov at the MOD. He delegates a lot in the economy, right? And Bulina, the central banker, pretty much runs the economy. So he's actually prone to delegation. Is he not?
