Bullying in Japanese Schools

In Japan, bullying is seen as the victim's fault and very little is done about it. In a collective society where everyone else is trying to be the same or be part of the group you get bugged for being different. The Japanese government did actually try and have a crackdown on it in 2013 but numbers are still going up.
