I think if you come in as the first majority Labour leader in a long time in a difficult set of circumstances, you are going to be ruling the clan with an iron fist. That's just Rachel Reeves. I mean, I do think that the positive argument is simply the financial situation. There's no central money to spend that actually devolving stuff away. It means at least it's not your fault that you don't have to make the cuts,. You can make someone else figure out how to save some money on these things. And actually, the counts, councils have some good ideas as to how to do that.
