Is the DoD Preconditioning Cloud Computing Services?

Wall Street Journal: Financial institutions relying on a small number of providers for cloud computing services. Amazon, Microsoft, and basically Google are the US government's three largest cloud contractors. A technical breakdown or cyber attack on one of those companies could have broad consequences. The DoD just issued a 10 billion dollar contract to those three firms. Maybe there were the DoD will hack the banks and take them over.
