Between two thousand five and two thousand six, almost 600 kids have been sentenced without an attorney in lucern county. The juvenile justice system's primary directive isn't punishment, its rehabilitation. Without the scrutiny of society, there's no way to know if that system is operating the way it should or if a judge is running his court like an assembly line.
