How Much Is Culture vs Incentives Helping Blacks?

i'm curious your view, how much of this is a, the destruction of the black family thanks to the federal government? How much is not the you know, as economists, we look to those incentives. You certainly need intact families, which is both white and black. Charles murray's fish town thte white under class is behaving much in the same way. I think there're a lot of cultural complicities of one kind or another. But what you've been able to do, i think, is high light ino some of the inside out priorities that we ought to have to remove barriers to to the great promise of America.
