Batman is basically a firefighter just running around town, putting out little hotspots. It's worse as there were no super-powered villains before Batman came along. In this new film that the Penguin is actually dealing drugs as well. So the Penguin's up to all kinds of different things. He's running a strip club, it's dummy.
