No setting on any CI that I've ever seen that says, Hey, if you've already tested this commit, don't test it again. You can tell because Git knows, Git is very good at knowing that question. Nobody has that setting. GitHub actions are charged per hour. So business incentives are not aligned there. And as we've kind of discussed, it's like if you're not writing a library and you're not generating change logs, I don't think being able to see them is all that important.
