John Mueller has come out publicly multiple times and stated, if your site doesn't have a manual penalty, there's no reason to do a disavow tool upload. And he's even stated further in fact that if a file has been uploaded to the disavow tool and you know you don't have a penalty, it'll be better off to delete that disavow file.
