There is a huge discussion whether we have a snowball earth. The whole planet was ice lot or slush bull, but oceans were still able to move. We've never had this noble earth since even the great ice ages that we've had during the carboniferous period. And ereighteen thousand years ago all only get to a certain level. They can't go any closer to the tropics than they do in north london.
