The steeper is your angle that you're swinging relative to the angle of the pitch coming in, makes it harder to make contact with the ball. If a batter managed to hit the ball at 45 degrees, they'd be maximizing the physics equation and gone are your pop outs because you would just be hitting home runs practically every time.
