Is Ebonix a Language? Is It a Dialect?

The term ebonic was coined in the 19 seventies by an african american psychologist named robert williams. The problem i think many people have with ebonic is they don't really understand what it is. Is it a language? Is it a dialect? Is it broken english? What does any of that even mean?
