As long as their welfare is intact, then the environment and human rights are out of the window. Just look at Germany, they went back to coal. And in general, this does not apply only to applies to everything in energy. Embargoes do not work. Price ceilings or price caps do not works. The fact that 10 rounds of sanctions and nothing happened on the ground tells you that sanctions fail.
