Is There a Green Bond Framework for ESG Investment?

The government of Canada recently launched, perhaps you've seen this, the green bonds framework as a ESG investment framework to guide investors for their impact investment. The research that I have found pertaining to this showed that impact investment doesn't actually seem to have meaningful impacts with respect to climate change mitigations based off of what we understand right now. So it's called like a green nudge. And when these are introduced prior to more challenging policy, then they're less likely to be impactful.
