Until you're able to disentangle breaking change from compatible change, you sort of can only shrug at this problem. And again, things like spec and specs and things like codec that give you more insight to dependencies that find your granularity will at least allow you to start having conversations with people about what they're doing. But it I think one of the things that's been nice about closure is because you talked about opinionated. At least they have one, an example and two hopefully reusable tools that can use to emulate the example.
