How Do We Live With Water?

We don't really have that specific pain point that its going to spur us to actually make change. We had a little bit of a toilet paper shortage. People are complaining about gas prices that were the norm. The dutch, by contrast, have long said, well, no, we have to live with nature. So how do we, how do we live with water? And we've never done that. It are our responses always hard and hard and harden. We'll just keep building the barriers higher and higher and high and higher. Since when, since world war two, other than the energy crisis, have we been asked to do something for the public good and willingly agreed?
