Is the Lightning Network Unreliable?

Every lightning channel has a certain amount of Bitcoin in it. The only thing that's publicly announced by Notes is how much there is in the channel, but it's like a little abacus. It means when you're trying to send a payment, you don't really know if it's going to fit.
