Aristotle says that a city is among the things that exist by nature. He argues that for Aristotle's speech and reason are inextricable, right? Right. The city is prior to the individual in the sense that those things do not mean those things are self-sufficient. But yet that does not mean they don't have an upward effect on what can be done with them.
