Indian cities have a strong traditional preference for female seclusion. Unlike Cambodia, manufacturing is less labour intensive and occupies smaller sector of India's total economy. Poor Dalit women in the villages don't have so many exit options because there aren't so many big factories where they could escape to. A third important factor is religious diversity. In places like Uttar Pradesh, men might try to keep their wives close 'to safeguard modesty'
