Are We Capitulating?

The SMI 500 is down more than 20% on the year, and yet we still don't feel like we've capitulated. Bank of America's regular monthly survey of global fund managers has been going on over 20 years. The number who are bearish on equities or who say they are getting more underweight is now the highest since they've been doing it.
