Nietzsche thinks that there is a sort of physiological reality that is reflected in the language as it's produced. He says this reflects like the character, the spirit of that people and what their needs were. These realities will be common to all of the step peoples of Northern China, right? That's what's going to produce their language and their completely different mode of thought from someone who might be from a different society.
