The Duma Was Not Going to Be the Only Game in Town
The government was shocked by the results of the election. They had not been expecting th and witt's days and power were now clearly numbered. While the elections unfolded, the czar and his advisers worked diligently on plans that were going to make a mockery of the spirit of the october manifesto while sticking cynically to its strict letter. Now that it looked like there was going to be a mass liberal majority in the duma, the regime rushed to complete their plan to render that duma as toothless and irrelevant as possible.
