The Economics of Internationalization
Economics is the driving factor for pretty much anything because obviously universities have to survive in the current economic climate. I started education in the UK in 1998, which was exactly the year where they introduced tuition fees. So I mean things have been going on a bit before but I think people are still experimenting more than they perhaps have been in other countries such as the US. It's also a slightly different system and political setup.
