The SEC has accused coin base of staking as a service, which they're arguing is an investment. Coin base allegedly pulls crypto assets that perform blockchain transaction validation services and then provides a portion of the rewards generated from this work to its customers who are part of the pool. There's not really a path under current regulation for Coinbase to really comply with the law and become a registered crypto exchange with the SEC.
