People anic by whenever there is a sort of perceived loss. So it's fomo, the fear of missing out. Any time someone creates a false shortage of something, or a real shortage, creates a foe urgency. And so what does that do? Panicking is never rational. No one panics rationally. In fact, you panic rashly.
