The Impact of Transfer Payments on Income Inequality

Since 1947, especially with the coming of the war on poverty, there has been an explosion of in-kind payments. The value of transfer payments going to the bottom 20% of income earners has risen from $9,700 a year to $45,400 a year between 1967 and 2017. In total, for poor people, about 88% of all transfer payments are not counted as income in measuring the poverty rate.
