Is There a Civil War?

i don't know at what point social unrest is something that you would consider a civil war. I'm simply putting out this idea that though many people see the government as this too big to fail machine, it's not necessarily so. There's e whole range of different things that could happen based on the way that the politicians react. To a normal person, that would all look strictly like political choices and political upheaval. But to a collapse ware person, we see it as the inevitable consequences of catabal collaps happening in the background,. dragging a government to its knees.
