Mere mete wants to get rid of leap seconds in modern operating systems. Instead, they want to smear time so that there's not a worrying gap when it happens. This is similar to how the network time protocol demon already works. But most people won't care about granularity and will be perfectly content with an n t pdate which just changes the time wit a whack.
