There's a, there's an interesting discussion about like the government is very IP conservative by it wants to own everything that it spends a dollar on. But it hardly ever does anything with all of that IP. I guess if you change the culture, as you were talking about, really, that's how you're going to get the additional like DARPA budget for venture money.
