Senior government officials often start with the seed of an idea. That sort of gets translated in a series of n calls for particular proposals. What's very, very hard to do is to then map, but where are the gaps that we don't have. This e structure makes much easier. We should create like, primary information here, and hopefully slightly diffused s actions as well.
