iPads One App at a Time Nature
Apple tried to reconcile this and honestly failed well if they did. I think Apple approach this from a perspective of oh we want to keep the iPads one up at a time nature so we are going to default to opening windows in separate workspaces. Later if you want you can switch back to your previous one and dragging the other app as you know to unify those workspaces two problems with this first it's tedious to do that, second is there's gonna be a lot of this dance of switching back and forth between workspaces.
