Kissinger's Argument for Limiting Nuclear War
Kissinger's book argues that there should be an option to wage a limited nuclear war. He says Eisenhower had set this rather deliberately up as a binary set of alternatives because he felt anything else would let the military run riot. Kissinger later changed his mind about this, and argued for using battlefield nuclear weapons if Russians use massive conventional forces in Europe.
