The Second Official Declaration
President Kimball announced that a revelation had been received by president spencer w. Kimball, extending priesthood and temple blessings to all worthy male members of the church. "Not one of us who was present on that occasion was ever quite the same after that, nor has the church been quite the same again," he said. The first African American sister missionary told how people were in their horns shouting for joy when they heard about the announcement.
