The President of the Senate Role Is an Aspect of His Tenure as Vice President of the US Senate

David Gergen: I'm going to predict Sarah that is going to have some merit but not grant him blanket immunity. He was both the vice president in the executive branch, clearly, and he was also the president of the Senate. It was a ministerial role, but ministerial legislative role. A lot of people are saying they think this will go to the Supreme Court. But certainly it hasn't been decided at all at any point. And there's so much more that's fascinating about this.
