It's still a claim that wage labor is unfree its dependents. But he's trying to find some way of explaining why, increasingly, wage labors become a permanent condition for many people. I think it's alll ambiguous because it holds out the thought that it we can only think people are responsible for their condition in the labor market if there really are non competitive opportunities for everyone who works hard enough to get out. And then you'd need some other analysis. If your analysis of the wage labor system is those opportunities aren't there because there's only like ten thousand acres of land, but there's one million workers, then they couldn't get hold of enough land to live as
