So it can bring in new people but they have to be integrated into these value systems that exist. And then you say, the inclusion of new groups was a way of investing them in an older system of social hierarchy as well as a form of recognition of their importance in modern society. But I'm not sure if there is a clear measure for success at this point...I think the people running it in 1930s would be horrified both to see what Britain is like and with what it has become
