The Roman Way of Thinking About Polytheism Changes Immensly
Once you substitute polytheism with monotheism, how that impetus plays out changes immensely. There is no longer a kind of easiness with letting a different polytheistic pantheon coexist with your own. You can't do that anymore when you only have the one god in Christianity. And so that impulse that drive brings a lot more pain with it for the emperors and their governors and the bishops that they work with to deal with than it would have before.
